This is caused by having an old version of ClamAV and normally has nothing to do with freshclam.conf, assuming your internet and DNS are working correctly.  You need to get a new version of ClamAV from your distro, if none is available it is time to upgrade/migrate to a new distro on your Dedicated Server or VM/VPS.
